Well, he is a slacker, who took a lot of loans and have no possibility to pay them back. And when you don't pay for the loan for a long time, creditors may hire some big bad guys to beat it out of you...
However, Vics still have an utter belief that somehow his loans will be paid soon by themselves... maybe he will invent something awesome, that will make him rich... or something... but yet he is hiding from bailiffs and making more depts...
